Project Delivery Method
As a Federal Supply Schedule Contractor, BlueScope Construction offers Butler pre-engineered buildings direct to qualified federal agencies without any additional mark-up normally attributed to a dealer network. As a division of BlueScope Buildings and an affiliated company with Butler Manufacturing, we are, in essence, offering "wholesale" instead of "retail" pricing for Butler PEB – the best possible pricing for GSA customers.
Typically, government agencies contact us for assistance with "market surveys" to help them prepare budgets for future needs. Additionally, we are called upon by Contracting Officers who need price quotations for specific building needs. A BUTLER-GSA project manager is assigned to be the single-source contact through the life of a project.
BUTLER-GSA services include:
- planning a building project for size and layout
- preliminary plans and marketplace analysis surveys
- site surveys and soils conditions analysis to determine site related data
- determining pre-engineered solutions to facility needs
- re-roofing solutions
- local contracting resources for subcontract trades
"Requests for Proposals" (RFP) or "Requests for Quotes" (RFQ) are handled through project manager assignments. BUTLER-GSA PM's identify a local qualified Butler Builder near the project site by referencing Butler's Area Manager for that region. The Builder is then asked to quote local costs for the work identified in the RFP/RFQ. Using their costing for self-performed work, and area subcontractors for other trades, the Builder will provide estimates based on Davis-Bacon wage rates. This pricing is provided to BUTLER-GSA for review, and for addition of the pre-engineered structural components and project management services.
A project specific proposal is generated from our headquarters in Kansas City and forwarded to the requesting party. Proposal presentations can be made in person whenever the scope is sufficient to warrant. Revisions to the original proposal may be necessary to help meet agency budget requirements. The typical pricing timetable may take anywhere from one to five weeks depending on complexity and amount of preliminary design required.
BlueScope Construction, operating as BUTLER-GSA, serves as the contractor, which allows the project to be backed by a multi-million dollar corporation with a history of successful service to the government. The local Builder works as a subcontractor to BlueScope Construction and performs all field services. All projects will be bonded under the terms and conditions of our GSA Contract.
